Unfortunately, all the alternatives I've found are either costly or not what I'm searching for. In both Paintool SAI and Flash, when you draw a line it does not come out EXACTLY how you drew it. There is a word these programs use for that but I can't seem to think of it. Anyway, I'm not looking for a website to draw on, but rather a free program to use that has that same thing.

GIMP has this already - in GIMP select the paint tool, and in the tool options under the toolbox choose Smooth Stroke, increase the weight and quality sliders. GIMP also has a paths tool which you can use to create a vector path, and you can apply a stroke to the path using Edit > Stroke Path.
